The temporary outage of reactor 2 from Cernavoda (680 MW) would not be fully compensated by the start-up of coal-fired unit 4 from Rovinari (330 MW) removed from the technical reserve. It would help, but it would not completely compensate for the megawatts lost by closing unit 2 from Cernavoda.

The lesson from this crisis, as pointed out by energy experts, is that Nuclearelectrica should focus on its core business, which is the operation of reactors 1 and 2. The company has mismanaged priorities lately, overfinancing the SMR project from Doicesti while postponing essential works for existing reactors.

The order of priority should be: 1. Exploitation of units 1 and 2 (the only income-generating activity). 2. Construction of reactors 3 and 4 (where projects are significantly delayed). 3. SMR development with partners to share risks and costs, without burdening Nuclearelectrica further.
