Additional factors include national efforts, such as the contract for the supply to Germany of 250,000 tons of diesel fuel per month from the United Arab Emirates throughout 2023, a relaxed interpretation of sanctions allowing the import of diesel or gasoline refined from Russian crude oil in third countries, and supplementing crude oil volumes from the US Strategic Petroleum Reserve.
Lastly, the silent revolution in transport must be mentioned. While in 2012 only 120,000 electric cars were sold worldwide, in 2021 sales reached 6.6 million. Europe holds the second largest electric vehicle market globally with a 5.5 million fleet, meaning millions of vehicles do not use gasoline and diesel, contributing to the successful phasing out of Russian fuels.
