Within the continent, South-Eastern Europe exhibits a heavy reliance on diesel for its car fleet, including passenger vehicles, heavy transport, and agricultural machinery. This excessive dieselization stems from decades of fiscal policies that overcharged gasoline, forcing drivers toward diesel alternatives.

Europe also fails to cover its diesel needs solely through domestic refining, leaving the continent dependent on imports. Furthermore, the situation in the Strait of Hormuz remains unresolved amid conflicting statements from Iran and the USA. Compounding these issues, the Russian refining sector has suffered heavy damage from Ukrainian drone attacks, prompting Moscow to ban diesel exports until the end of July and seek diesel imports from other countries. All these factors significantly complicate the short-term diesel supply equation in the region.
